China News Service, Beijing, March 30 (Reporter Ruan Yulin) At a press conference held in Beijing on the 30th, Pei Xiaofei, spokesperson for China's Ministry of Ecology and Environment, stated that in order to strengthen off-site supervision of marine dumping activities and clarify the technical requirements for online monitoring of marine dumping, the Ministry of Ecology and Environment recently released the "Technical Specifications for Online Monitoring of Marine Dumping," which is planned to be implemented starting January 1, 2027.
Marine dumping refers to the disposal of waste and other substances into the ocean using ships, aircraft, platforms, or other carriers within marine dumping areas. China is a major port and shipping country, with a relatively large amount of dredged material generated, and the current disposal method is mainly marine dumping.
The Ministry of Ecology and Environment attaches great importance to the environmental management of waste marine dumping and has been continuously promoting intelligent supervision in recent years. By installing online monitoring equipment, it is possible to achieve real-time dynamic monitoring of the entire process of "loading, transporting, and unloading" by dumping operation vessels and other carriers, enabling visual supervision of marine dumping activities.
According to the introduction, the technical specifications clarify the requirements for the functions and performance of monitoring equipment, which can record key data such as the operational trajectory, dumping time, and video images of dumping operation vessels in real-time. At the same time, it ensures the continuous and stable operation of the monitoring equipment. It stipulates the networking transmission requirements between the monitoring equipment and the national marine dumping supervision and management system to achieve standardized transmission of monitoring data.
Pei Xiaofei stated that the next step will be to guide and urge dumping operation vessels and other carriers to legally and compliantly install and use online monitoring equipment that meets the requirements and connect with the national marine dumping supervision and management system, further standardizing marine dumping activities, enhancing off-site supervision capabilities, and improving the efficiency of marine dumping supervision.
