Zhoushan Maritime Authority Fully Ensures Water Transportation During the National Day Holiday Peak
On the first day of the National Day holiday, passenger ships in the Zhoushan waters shuttled back and forth, and the port area was bustling with people. The demand for holiday waterway travel continued to rise, with more than 182,000 passengers transported via waterways citywide. Among them, over 95,000 passengers traveled in the Putuoshan waters, with key routes experiencing concentrated passenger traffic. The Zhujiajian-Putuoshan route alone saw a passenger flow of 83,000 on the first day, and the inflow and outflow of scenic area passengers remained at high levels.

According to pre-holiday predictions, influenced by the combined effects of travel and visiting relatives and friends, the total waterway passenger volume in Zhoushan during this year's National Day holiday is expected to exceed 1.16 million. The peak passenger flow is concentrated between October 2 and October 4, with key island routes such as Putuoshan, Shengsi, and Qushan experiencing high passenger traffic.
Faced with the small peak in passenger flow on the first day of the National Day holiday, Zhoushan Maritime Safety Administration adhered to the working standards of being "stricter than usual and higher than normal," implementing various measures to address peak passenger flow and strengthen safety supervision to ensure safe and orderly holiday waterway travel for the public.

The administration adhered to early intervention and proactive assessment by forming a dedicated task force with local authorities and passenger transport companies before the holiday to assess passenger flow risks. They organized enforcement personnel to conduct comprehensive safety inspections on 152 passenger ferries slated for operation in the jurisdiction, urging shipping companies to address potential safety issues and ensuring no ships operated with "hidden dangers." They emphasized corporate accountability and duty compliance requirements. During the holiday, the administration implemented escalated supervision and hierarchical responsibility mechanisms, strengthening oversight at key docks and on popular routes, deploying personnel for peak monitoring, onboard supervision, and night voyage inspections to achieve all-around, full-time passenger transport management. The smart maritime platform was utilized for dynamic tracking of key routes, providing timely warnings and resolving navigation risks. The administration also deepened cross-departmental joint prevention and control, rigorously enforced the "alert and response" mechanism for adverse weather warnings, and maintained a 24-hour on-call and duty system, pre-deploying emergency forces to firmly uphold the safety baseline of waterway transportation during the National Day holiday.
Moving forward, Zhoushan Maritime Safety Administration will continue to closely monitor changes in passenger flow and oceanic weather conditions, optimize and adjust the deployment of supervisory forces, increase the frequency of patrols and inspections in key waters and routes, and urge shipping companies to adjust transport capacity and increase flight frequencies based on passenger flow. They will spare no effort to ensure the sustained stability of waterway transportation safety during the National Day holiday and safeguard the public's safe travel.
