Anhui Province Launches 16 Measures to Promote Service Industry Expansion and Quality
It has been learned from the Anhui Provincial Development and Reform Commission that in order to promote the expansion and quality improvement of the service industry and accelerate the construction of a new high-quality and efficient service industry system, the Provincial Development and Reform Commission recently researched and formulated the "Several Policies for Promoting the Expansion and Quality Improvement of the Service Industry (2026)" (hereinafter referred to as "Several Policies"), proposing a package of support measures to promote the development of the service industry across the province. "Several Policies" includes 16 policy measures, promoting the expansion and quality improvement of the service industry from five aspects: supporting digital intelligence development, major project construction, strong enterprise cultivation, scenario application innovation, and open development.
Precisely promote the digital intelligence empowerment of the service industry. Support leading service industry enterprises in building AI-driven supply chain platforms to drive upstream and downstream supply chain collaboration in digital intelligence transformation, with a maximum investment subsidy of 5 million yuan. Focusing on key areas such as large model applications, digital intelligence transformation systems, cloud services, and digital marketing, provide a maximum subsidy of 200,000 yuan for small and micro service industry enterprises purchasing digital intelligence products.
Effectively stimulate investment vitality in the service industry. Focus on addressing the shortcomings of productive service industries, targeting key links such as industrial design, inspection and testing, quality certification, pilot verification, and common technology services, and support the construction of a batch of "three centers, one platform, one base" projects, with a maximum subsidy of 5 million yuan. Concentrate on six major productive service industry fields: software information, technology services, modern finance, business services, e-commerce, and modern logistics, and support a batch of project constructions with interest subsidies in a way that requires no application, with an annual interest subsidy amount of up to 3 million yuan.
Cultivate and expand service industry business entities. Continue to implement the special guarantee plan for modern service industries ("Wanfutan"), supporting guarantee institutions to reduce the risk-sharing ratio from 40% to no more than 30%, focusing on solving the financing difficulties and high financing costs of small and micro service industry enterprises. Support various regions in hosting the "Wanmei Brand Week" series of activities, encourage key service industry enterprises to strive for national standardization pilot projects, and lead the formulation of standards in key areas to enhance the competitiveness of Anhui brands. Through policy incentives, guide logistics enterprises to expand their scale and level, and logistics platforms to improve their construction level, promoting quality improvement, cost reduction, and efficiency enhancement. Encourage various regions to accelerate the introduction and cultivation of a batch of leading service industry enterprises, promoting new breakthroughs in the growth of key industries.
Innovatively create service industry application scenarios. In the field of quantum information, support the adoption of cooperative innovation procurement methods to unite with technology suppliers, collaboratively tackle technological challenges, and create quantum information products that are more market-oriented; by setting up quantum application vouchers, attract more entities to use quantum products and technologies, with a maximum subsidy of 2 million yuan. In the field of smart logistics, collect and select a batch of pioneering, exemplary, and leading application scenarios, with a maximum reward of 1 million yuan. In the field of life services, focus on better meeting the growing spiritual and cultural needs of the people, concentrate on cultivating new "Wanmei Consumption" scenarios, and promote innovation in life service scenarios through "unveiling the list and taking the lead"; support hosting excellent performances, high-level competitions, and quality life service exhibitions, with a maximum reward of 2 million yuan.
Continuously expand the opening up of the service industry. Support shipping companies in opening ocean-going car roll-on/roll-off and near-ocean container routes, encourage freight forwarding companies to actively carry out rail-water intermodal transport business, with a maximum reward of 3 million yuan, promoting Anhui Province to accelerate the cultivation of shipping leading enterprises with regional and even national competitiveness. Encourage domestic inspection and testing institutions to actively strive for international certification qualifications, with a maximum reward of 1 million yuan, to open up the "last mile" for Anhui Province products to "go overseas" and enhance the international competitiveness of the industry.
Next, the Provincial Development and Reform Commission will coordinate with various cities and relevant provincial departments to fully promote the implementation of the 16 policy measures for the service industry as soon as possible, maximizing the benefits of fiscal funds to enterprises, providing strong support for building a beautiful Anhui with Chinese-style modernization.
