Shandong Weihai opens the country's first cross-border e-commerce retail export "pre-regulatory warehouse"
China News Service, Weihai, March 9 (Wang Jiaoni, Ma Qian, Yang Feng) The customs clearance journey of cross-border parcels is being significantly shortened in Weihai, Shandong. In a logistics warehouse of an e-commerce platform in Weihai Lingang District, cross-border goods that have been packaged enter the customs "pre-regulation warehouse" via a conveyor belt to complete customs clearance procedures, and the declaration and release are completed within seconds, allowing them to be shipped abroad on international liners that evening.
Reporters learned from Weihai Customs under Qingdao Customs on the 9th that the country's first cross-border e-commerce retail export "pre-regulation warehouse" was officially launched in Weihai recently. This model deeply integrates customs supervision into the production and operation processes of cross-border e-commerce platform warehouses, achieving efficient coordination between supervision and logistics.
"In the past, after companies completed packaging and sorting, they needed to transport the goods to customs supervision sites for inspection, and after completing customs clearance procedures, they had to reload them into containers, which involved many steps and took a long time." Pan Jihong, director of the Weihai Customs Postal Office under Qingdao Customs, introduced that the new model directly sets the customs supervision site within the company's production operation warehouse, allowing companies to complete the entire process of declaration, inspection, and packing within the warehouse.
Currently, the cross-border e-commerce retail export model is characterized by low value per ticket, diverse categories and specifications, and high shipping frequency. Under the traditional supervision model, export goods need to go through multiple steps such as "shipping-out, packing, arrival, inspection, repacking, and loading," which presents challenges such as difficulty in finding goods for inspection, difficulty in repacking, and high risk of cargo being left behind.
Addressing industry pain points, Qingdao Customs has innovatively launched the "pre-regulation warehouse" model, embedding customs supervision into the company's production operation processes without affecting the normal operations of the original warehouse, achieving one-stop handling of "storage, sorting, declaration, inspection, packing, and transfer clearance."
Chen Xiao, a committee member and deputy general manager of Weihai International Logistics Park Development Co., Ltd., stated that under this model, about 30% of the goods within the cross-border e-commerce platform can be shipped one day in advance, with the average customs clearance time for parcels reduced by more than 3 hours compared to before, and domestic logistics costs reduced by over 20%.
As one of China's important cross-border e-commerce hubs, Weihai, Shandong has continuously optimized the business environment at ports in recent years, explored new models for customs clearance facilitation, and deeply cultivated the construction of cross-border logistics channels, attracting numerous e-commerce entities to gather.
Currently, Weihai Customs is promoting the coordination of the cross-border e-commerce retail export "pre-regulation warehouse" and "return center warehouse," forming a convenient closed loop of "fast export, quick return," assisting more enterprises in "going overseas from Weihai." (End)
