Recently, the Guangdong Maritime Safety Administration and the Yangtze River Maritime Safety Administration have jointly established an integrated maritime supervision mechanism for the new western land-sea channel "Chongqing vehicles going to sea", focusing on institutional innovation for the supervision services of new energy vehicles. The mechanism makes it clear that Chongqing Maritime Safety Administration is responsible for the supervision of the packing process within its jurisdiction, including receiving dangerous goods reports, carrying out weight verification and packing inspection, while Guangzhou Maritime Safety Administration is responsible for the approval of ships carrying dangerous goods and the supervision of loading quality. Through information sharing and mutual recognition of regulatory results between the two places, shippers can choose to declare nearby, reduce duplication of links, effectively break through the regulatory barriers of rail-sea intermodal transport, greatly shorten the customs clearance cycle and reduce the risk of damage to goods. In terms of on-site supervision, the two places mainly focus on division of labor and cooperation, do not repeat unpacking for non-special circumstances, and start joint verification of abnormal situations to form a closed-loop supervision of the whole chain. It is estimated that this mode can save 1600-1800 yuan in single-box logistics cost, save more than 2 days in domestic transportation time, and reduce the comprehensive cost by about 25%. In order to ensure the implementation of the mechanism, the two bureaus will also optimize the maritime "One Netcom Office" system, promote the automatic association of declaration information, and jointly guide enterprises to standardize site construction, improve emergency plans, and establish a regular evaluation mechanism to continuously improve service efficiency.
