Yangtze River Maritime Joint Guangdong Maritime to Establish a New Western Land and Sea Channel "Chongqing Car to Sea" Maritime Supervision Integration Working Mechanism
Recently, the Guangdong Maritime Safety Administration and the Yangtze River Maritime Safety Administration jointly established an integrated maritime supervision mechanism for the new western land-sea corridor "Chongqing Vehicles Going Overseas." The aim is to strengthen cross-regional and cross-departmental business collaboration between Chongqing and Guangzhou maritime authorities, innovate the integrated system reform for maritime supervision of new energy vehicle rail-sea intermodal transport, further optimize the efficiency of maritime supervision services, enhance logistics efficiency, reduce logistics costs, and ensure the safe and smooth overseas transportation of new energy vehicle rail-sea intermodal transport with high-quality services.
According to the mechanism, the Chongqing Maritime Safety Administration is responsible for supervising new energy vehicle containers within the Chongqing jurisdiction, receiving the "Dangerous Goods Safe Transport Report" and "Dangerous Goods Container Packing Certificate," and conducting weight verification and packing quality inspections. The Guangzhou Maritime Safety Administration is responsible for supervision within the Guangzhou jurisdiction, approving the "Declaration of Dangerous Goods Carried by Ships Entering and Leaving Ports," and implementing container appearance and loading quality supervision inspections. Shippers can independently choose to submit relevant reports to the Chongqing Maritime Safety Administration nearby, reducing repetitive reporting procedures and improving logistics efficiency. The maritime departments of both regions share information and mutually recognize supervision results, further compressing customs clearance time. This initiative effectively breaks down the barriers of rail-sea intermodal transport supervision, significantly shortens the cargo clearance cycle, and reduces the risk of cargo damage.
In terms of on-site supervision, the Chongqing Maritime Safety Administration strengthens supervision during the packing stage, while the Guangzhou Maritime Safety Administration focuses on appearance and loading inspections, without repeating unpacking inspections unless there are special reasons. If abnormalities such as container deformation, cargo spillage, or seal damage are found, or if a real-name report is received, the maritime departments of both regions will initiate joint verification, forming a full-chain supervision closed loop from packing to loading.
It is reported that this model can save enterprises logistics costs of 1600-1800 yuan per container, reduce domestic segment transportation time by more than 2 days, and lower comprehensive costs by about 25%.
To ensure the implementation of the mechanism, the two administrations will cooperate to optimize the maritime "One-stop Online Service" system, achieving automatic association and cross-domain sharing of declaration information; jointly guide enterprises to standardize packing site construction, improve emergency plans, and unify training standards and enforcement scales for practitioners. A regular evaluation mechanism will also be established to promptly review and optimize any abnormal situations occurring during transportation, continuously improving service efficiency.
