Zhejiang Province’s first key waterborne port project under the 15th Five-Year Plan has been approved for opening in Zhoushan.
On April 1, a Japanese-registered vessel slowly docked at the Zhoushan Xintai Xibailian Green Offshore Engineering Manufacturing and Operation Base terminal to undergo comprehensive repairs. This terminal, which received temporary opening approval from the Ministry of Transport in March, is the first port project approved among all water transport opening projects during Zhejiang Province's "Fifteenth Five-Year Plan" period.
According to reports, the terminal is an 80,000-ton offshore engineering supporting terminal, with a platform length of 516 meters and width of 36 meters. It is equipped with two 80,000-ton berths, with a total berth length of 566 meters. With its advantageous location and complete facilities, it is an important part of the Zhoushan Xintai Xibailian Green Offshore Engineering Manufacturing and Operation Base.
"After the new terminal was completed, the approval process for opening required some time, but we simply couldn't wait. Orders are fully booked, and putting it into use one day earlier would alleviate production pressure one day earlier," said a relevant person in charge of the Zhoushan Xintai Xibailian Green Offshore Engineering Manufacturing and Operation Base.
On one hand, there is the overwhelming ship repair business, and on the other hand, the new terminal that "can only be looked at but not used." This situation has left the management of Xinya Company anxious. At the beginning of this year, the company sought help from the Zhoushan Port and Maritime Affairs and Port Management Bureau, hoping to expedite the process and put the new terminal into use as soon as possible.
"Based on the company's demands, we immediately conducted on-site inspections and actively reported upward to seek solutions," said Wang Zhuisong, Director of the Port Management Division of the Zhoushan Port and Maritime Affairs and Port Management Bureau.
During the "Fourteenth Five-Year Plan" period, a terminal in the Shengsi Port Area encountered a similar issue after its completion. At that time, the Zhoushan Port and Maritime Affairs Department actively applied for approval, securing "temporary opening" for the terminal.
"The 'temporary opening' policy essentially allows the state to handle special cases for particularly urgent and critically important port projects, permitting early opening under the premise of meeting regulatory requirements without waiting for unified approval," explained Wang Zhuisong.
With the solution in place, all that remained was to expedite the implementation. Since the beginning of this year, the Zhoushan Port and Maritime Affairs and Port Management Bureau has proactively stepped forward and precisely focused its efforts, forming a dedicated team with port inspection units stationed in Zhoushan to secure "temporary approval" for the Xintai Xibailian Green Offshore Engineering Manufacturing and Operation Base terminal.
"Temporary approval" requires terminal facilities to meet open regulatory requirements. The dedicated team conducted multiple on-site inspections at the company, assisting in pre-review corrections related to port regulatory site setup, intelligent monitoring installations, and other technical standards, ensuring that the infrastructure efficiently passed acceptance checks.
"Temporary approval" also requires support from multiple central and provincial departments. To this end, the main leaders of the Zhoushan Port and Maritime Affairs and Port Management Bureau led teams to Beijing multiple times to communicate and coordinate with relevant departments. The dedicated team tracked the approval progress throughout the process, compressing internal circulation time through pre-submissions and parallel reviews, ensuring the application materials passed approval in one go.
On March 10, the Ministry of Transport officially approved the "temporary opening" permit for the Xintai Xibailian Green Offshore Engineering Manufacturing and Operation Base terminal. The operation of this terminal will further optimize the allocation of outfitting berth resources in Zhoushan, significantly enhancing the competitiveness of Zhoushan's ship repair industry and the maintenance support capabilities of offshore engineering platforms.
"This year, our city has several key projects requiring opening that are under accelerated construction. We will continue to optimize port services, strengthen element guarantees for key projects, and enhance port capabilities to empower Zhoushan's marine economy for quality improvement and efficiency enhancement," said Wang Zhuisong.
